FEMA Provides a 12-month Extension to the Period of Performance for Firefighter GrantsFEMA update to SAFER and AFG grant period

FEMA  has extended the period of performance for the firefighter grants program.  It has released the FEMA Grant Programs Directorate. This Bulletin authorized a 12-month extension to the program reporting, period of performance, and amendment requirements in the following:

  •  Fiscal Year (FY) 2019 Fire Prevention and Safety (FP&S) awards
  •  FY 2019 Staffing for Adequate Fire and Emergency Response (SAFER) awards
  •  FY 2020 Assistance to Firefighters Grant COVID-19 Supplemental (AFG-S) and (AFG-S2) programs

In the bulletin, FEMA acknowledged the lack of functionality for reporting and amendments via the FEMA Grants Outcomes (FEMA GO) system. In response, FEMA is providing a one-time, 12-month extension.

Typically, recipients can submit requests no later than 60 days prior to the end of the award’s period of performance. Extensions are considered by FEMA on a case-by-case basis and are generally granted for no more than a six-month period.  Any grant extension requests must be due to some compelling legal, policy, or operational challenges.

However, with the Directorate, Program recipients will NOT need to request an amendment to receive this extension.  FEMA will automatically provide the extension to the current end of the “period of performance” listed within these grant awards. All recipients will be notified with amended award documentation.

Financial & Performance Reporting Requirements

FEMA will also delay the timelines for required financial and performance reports for all FY 2019 FP&S Program, FY 2019 SAFER Program, and FY 2020 AFG-S Program recipients. Recipients are still required to submit the Federal Financial Report, but the requirement is deferred until the FEMA GO system functionality has been successfully deployed. Recipients will be provided with a timeline for submission of these reports as soon as it is available.
